Centralizes the animation primitives duplicated across public/vendor/admin style.css — shimmer/.skeleton/.ai-shimmer, fadeIn/.fade-in, fadeInUp/.fade-in-up, stagger delays, shake/.shake — as a plain-CSS export each app can import (@switchev/web-shared/animations.css).
